I herewith enclose copy of communication I have received from our Post Master General with reference to the payment to be made to this Company in future for the conveyance of mails between China & India by non-contract steamers.

Subject to your approval of the arrangement I have agreed to accept payment for the carriage of mail matter by non-contract steamers on the terms conveyed in the letter, and as stated by the Post Master, we shall now receive about 3 cents per half ounce letter instead of as heretofore 2 cents for a cover of any weight. The method of computing the amount cannot fail to be pecuniarily
